Kuwait Passport Photo Requirements & Guidelines

There is one thing about a Kuwait passport photo that separates it from almost every guide you'll have read for other countries: the background is blue, not white. Get everything else perfect against a white wall and the photo can still be refused, because Kuwait's format expects a plain, even blue backdrop.

That one detail aside, Kuwait is straightforward — 40 × 50 mm, neutral face, no glasses. This guide covers the blue-background rule, the print spec, and the separate requirements of the Sahel government app.

The specification, at a glance

The blue background — Kuwait's defining rule

Most countries want white; a handful want light grey; Kuwait wants blue. It must be a plain, uniform blue with even lighting and no shadow behind the head. A patchy blue, a blue with a gradient, or the wrong shade can all cause problems, so consistency matters as much as the colour itself.

This is genuinely hard to shoot at home unless you own a blue backdrop — and repainting a wall for one photo isn't realistic. This is the case where replacing the background digitally is the sensible route: you can create your Kuwait passport photo against a clean, even blue without needing the physical backdrop.

The print: 40 × 50 mm, and note the exception

Kuwait's standard passport photo is 40 × 50 mm with the head filling around 75% of the frame — roughly 38 mm chin to crown, with a small margin above the hair. That's the size for first-time issuance and the safe default.

One wrinkle worth knowing: some renewal or subsequent-issuance guidance cites 40 × 60 mm instead. If your specific application or the office you're dealing with asks for 40 × 60, follow that — but for the great majority of cases, 40 × 50 is correct.

Glasses off, expression flat

Glasses are not permitted unless you have a documented medical reason, so plan to remove them. Keep the expression neutral — mouth closed, both eyes open, no smile — and face the camera straight on. These are the same fundamentals every biometric photo shares; the blue background is the only part that's unusual.

The Sahel app is a different photo

Kuwait's Sahel app handles a lot of government services, including Civil ID photo updates, and it has its own upload limits that are easy to trip over:

• Maximum 500 × 750 pixels
• Under 2 MB
• JPG, JPEG or PNG
• Frontal, blue background, no sunglasses, no uniform

That 500 × 750 ceiling is small, so a full-resolution phone photo will be rejected until it's resized. And the photo still has to *match* your passport photo — same face, same blue background — so it's worth preparing both from the same source rather than shooting them separately.

How Kuwait compares

Across the Gulf, the 40 × 50 mm-ish frame is common, but the background colour is where Kuwait stands alone — most of its neighbours want white or off-white, while Kuwait insists on blue.
